Announcement of Sichuan Provincial Department of Culture and Tourism on Launching “Relaxed Life in Sichuan” Excellent Works Selection in Culture and Tourism Promotion 2022

为进一步激发和调动全社会共同参与四川文化旅游宣传推广工作，讲好四川文旅故事，传播好四川文旅声音，不断扩大巴蜀文化影响力和四川旅游吸引力，根据《“安逸四川”文旅宣传优秀作品评选办法》，四川省文化和旅游厅组织开展2022年度“安逸四川”文旅宣传优秀作品评选活动。现将有关事项公告如下：

In order to further facilitate and mobilize the whole society to participate in the promotion of Sichuan’s culture and tourism, present Sichuan’s stories in culture and tourism, spread Sichuan’s voice well, expand the influence of Ba-Shu culture, and boost Sichuan’s appeal, Sichuan Provincial Department of Culture and Tourism will launch the “Relaxed Life in Sichuan” Excellent Works Selection in Culture and Tourism Promotion 2022 in accordance with the Measures for Selecting “Relaxed Life in Sichuan” Excellent Works in Culture and Tourism Promotion. Relevant matters are hereby announced as follows.

三、申报对象

III. Scope of Applicants

社会各界（包括但不限于党政机关、群众团体、社会组织、企事业单位、个人等）以及在川学习、工作、生活的外籍友人和来川旅游的外籍游客。

People from all walks of life (including but not limited to Party and government organs, mass organizations, social organizations, enterprises and public institutions, individuals, etc.), foreigners who are studying, working, and living in Sichuan and foreign visitors to Sichuan.

四、申报作品类型

Ⅳ. Categories of Works

（一）视频类。包括短视频、宣传片、纪录片、微电影、音乐MV、VLOG、动画短片等。

(A) Video Category: including short video, promotional video, documentary, micro film, MV, VLOG, short animation, etc.

（二）图文类。包括新闻稿件、摄影作品、软文、散文、游记、漫画、文艺评论等。

(B) Illustrations and Texts Category: including press releases, photography, advertorials, essays, travel notes, cartoons, literary criticism, etc.

（三）友好推广类。包括在川学习、工作、生活的外籍友人和来川旅游的外籍游客申报的短视频、宣传片、纪录片、微电影、音乐MV、VLOG、动画短片等。

(C) International Promotion Category: including short video, promotional video, documentary, micro film, MV, VLOG, short animation, etc. submitted by foreigners who are studying, working, and living in Sichuan and foreign visitors to Sichuan.

五、申报作品范围

Ⅴ. Scopes of Works

（一）2022年1月1日至12月31日，以四川文化旅游为主题进行创作并发布的视频或图文类作品。

(A) Video, illustrations and texts created and released on the theme of Sichuan’s culture and tourism from January 1 to December 31, 2022.

（二）申报作品（友好推广类除外）在省级以上媒体（公开出版发行的报刊、杂志，经国家主管部门批准的广播电台、电视台、新闻网站）、新媒体和融媒体，以及有影响力的自媒体上发表（发布），宣传效果突出。

(B) Submitted works (excluding International Promotion Works) have been published (or issued) on the media at or above the provincial level (newspapers and magazines published publicly, radio and television stations and news websites approved by the competent authorities of the State), new media, convergence media, and influential we-media with outstanding publicity effect.

六、申报作品要求

Ⅵ. Requirements for Works

（一）申报作品要贴合四川文化旅游宣传主题，导向正确、主题鲜明、构思新颖、内容真实、传播广泛，宣传效果好，无违反相关法律法规内容。

i. Submitted works shall focus on promoting Sichuan’s culture and tourism, with correct orientation, distinct theme, novel conception, true content, wide range of dissemination, and good publicity effect in accordance with relevant laws and regulations.

（二）视频类申报作品时长原则上30秒—10分钟（纪录片不受时长限制），特别优秀的作品时长可适当放宽，格式要求AVI、MP4、MOV等，分辨率1080P及以上，附媒体（平台）播出截图和播放量佐证资料。

ii. In principle, the video length is 30 seconds to10 minutes (excluding documentary), and the length of particularly outstanding works may be extended appropriately. The format shall be AVI, MP4, MOV, etc., with a resolution of 1080P or above, and the screenshots of media (platform) broadcast and supporting material of view counts shall be attached.

（三）图文类申报作品以WORD格式排版（摄影作品、漫画除外），附媒体刊发截图和阅读量佐证资料。

iii. Illustrations and texts shall be submitted in WORD format (except photography and cartoon), with screenshots of the media publication and supporting materials of readership.

（四）友好推广类申报作品时长原则上30秒—10分钟（纪录片不受时长限制），特别优秀的作品时长可适当放宽，格式要求AVI、MP4、MOV等，分辨率1080P及以上，以外国友人视角出镜介绍“安逸四川”的自然生态、人文历史、现代生活等文化旅游体验。如以外语呈现的需在视频中配中文字幕或另行提供中文文本，如以中文呈现的需在视频中配外语字幕或另行提供外语文本。

iv. In principle, the length of international promotion works is 30 seconds to 10 minutes (excluding documentary), and the length of particularly outstanding works may be extended appropriately. The format shall be AVI, MP4, MOV, etc., with a resolution of 1080P or above. The applicant on camera shall introduce the cultural and tourism experiences of nature, ecology, culture, history, and modern life under the theme of “relaxed life in Sichuan” from the perspective of a foreigner. If the video is presented in a foreign language, Chinese subtitles shall be added to the video or Chinese text shall be submitted separately, and vice versa. 

（五）申报作品须为2022年度已公开发表（发布）的原创作品，报送者须对作品享有完整版权，不得抄袭或擅自使用他人作品。作品如含有非原创性的内容，包括画面、片段、歌曲或者音乐，必须注明内容的来源。如有侵权行为，主办方有权取消其评选资格并追回奖项，涉及法律责任由作品申报者全部承担。

v. Submitted works must be original works that have been published in 2022. The submitter shall enjoy the copyright of the submitted work and shall not plagiarize or use other works without authorization. If the work contains non-original content, including but not limited to images, clips, songs and music, the source of the content must be indicated. In case of any infringement, the sponsor has the right to disqualify the selection and recover the award. The submitter of the work shall bear corresponding legal responsibility.

七、申报方式

Ⅶ. Submission Method

（一）报送数量、要求

i. Quantity and Requirement

每个单位、个人报送作品数量不限（视频类申报作品如为同一系列择优选取1件报送），需提交《2022年度“安逸四川”文旅宣传优秀作品申报表》（附件1）、版权承诺书（附件2，签字或盖章件以PDF或图片格式上传）及总播放量、总阅读量截图或其他佐证资料。

There is no limit on the number of works submitted by each unit or individual (For video works under the same series, only one merit-based episode is allowed to be submitted.). The applicant shall submit a) Application Form of “Relaxed Life in Sichuan” Excellent Works Selection in Culture and Tourism Promotion 2022 (Annex 1); b) Letter of Commitment for Copyright (Annex 2, manually signed or stamped copy shall be uploaded in PDF or JPG format); c) screenshots of the total view counts and readership or other supporting materials.

（二）报送方式

视频类、图文类申报作品请于2023年5月31日前登陆四川省艺术研究院官网（网址：www.scyishu.org.cn），点击底部专栏或飘窗“2022年度‘安逸四川’文旅宣传优秀作品评选”注册登陆后填报（为减少网络拥堵，请勿多个文件同时上传，视频类作品请压缩至500M以内）。咨询电话18780869380（刘老师）、18180702955（莫老师）。

For works of videos, illustrations and texts, please visit the official website of Sichuan Provincial Academy of Arts (https://www.scyishu.org.cn/) before May 31, 2023, and click on the bottom column or the floating window – “Relaxed Life in Sichuan” Excellent Works Selection in Culture and Tourism Promotion 2022 – to register, log in, and fill in the application. (To reduce network congestion, please do not upload multiple files at the same time, and compress video works to within 500M). 八、评选及使用

Ⅷ. Selection and Usage

（一）按照公平、公正、择优原则，组织资格审查、专家评审、网络投票、集中评议，评选视频类、图文类Ⅰ类作品各2件、Ⅱ类作品各5件、Ⅲ类作品各10件、入围作品各23件，共计80件（允许出现空缺）；友好推广类优秀作品10件（允许出现空缺）。

i. In accordance with the principles of fairness, justice and merit, we will organize qualification examination, expert evaluation, online voting, and centralized evaluation to select 80 works (vacancy is allowed), including 2 works in video category, 2 class-Ⅰ works, 5 class-Ⅱ works, 10 class-Ⅲ works in illustrations and texts category, 23 shortlisted works of the two categories. Also, 10 excellent works in international promotion category will be selected. (Vacancy is allowed.)

（二）四川省文化和旅游厅将在全省文化旅游重要节会活动上组织颁奖仪式，为入选作品创作单位（个人）颁发奖补资金和荣誉证书（若入选作品参与过其他评选活动并已获得四川省省本级财政资金奖励奖补的，仅授予荣誉，不发放奖补资金）。

ii. Sichuan Provincial Department of Culture and Tourism will organize the award ceremony at important festivals of culture and tourism in Sichuan Province and issue award supplementary funds and honorary certificates to the units (individuals) of the selected works. (If the selected works have participated in other selections and received the incentives and subsidies granted by Sichuan provincial financial funds, only honors certificates will be awarded.) 

（三）对评选出的优秀作品，在主流媒体平台、有影响力的短视频平台、“安逸四川”文旅宣传推广平台、四川省文化和旅游厅新媒体矩阵和境外媒体矩阵等进行广泛传播。

iii. Selected works will be widely disseminated on mainstream media platforms, influential short video platforms, “Relaxed Life in Sichuan” culture and tourism promotion platform, multi-channel network of Sichuan Provincial Department of Culture and Tourism, overseas multi-channel network, etc. 

九、奖补标准

IX. Criteria for Incentives and Subsidies 

（一）视频类。按照I类作品10万元、II类作品5万元、III类作品2万元、入围作品2千元标准予以奖补。

i. Video Category: RMB100,000 for class-I works, RMB50,000 for class-II works, RMB20,000 for class-III works, and RMB2,000 for shortlisted works.

（二）图文类。按照I类作品5万元、II类作品2万元、III类作品5千元、入围作品1千元标准予以奖补。

ii. Illustration and Text Category: RMB50,000 for class-I works, RMB20,000 for class-II works, RMB5,000 for class-III works, and RMB1,000 for shortlisted works.

（三）友好推广类。按照1万元标准予以奖补。

iii. International Promotion Category: RMB10,000 for each.

以上奖补金额皆为税前金额。

The above incentives and subsidies are all pre-tax amounts.

十、特别声明

X. Special Statement

（一）四川省文化和旅游厅与入选作品的单位和个人共同拥有该作品的著作权、商标权等，作品可无偿使用于宣传推广四川文化旅游及相关非商业活动。入选作品的单位和个人应根据主办方要求，配合主办方对入选作品进行优化提升。

i. Sichuan Provincial Department of Culture and Tourism jointly owns the copyright and trademark right of the work with the units and individuals of the selected works. The work can be used for free to promote Sichuan culture and tourism and related non-commercial activities. The units or individuals of the selected works should cooperate with the sponsor to improve the selected works according to the requirements of the sponsor.

（二）本次活动不收取任何费用，所有报送作品均不退还，请自留底稿。获奖者应缴纳的个人所得税由主办单位代扣代缴。

ii. No fees will be charged for this activity, and all works submitted will be non-refundable. Please keep your own manuscript. The personal income tax of the winner shall be withheld and paid by the sponsor. 

（三）凡申报参加本评选活动的机构、单位或个人均视为认可本公告。

iii. All institutions, units and individuals who apply for the selection are deemed to acknowledge this announcement.

（四）本次活动最终解释权归四川省文化和旅游厅所有。

iv. Sichuan Provincial Department of Culture and Tourism reserves the final interpretation right of this activity.
